The Member representing Biase State Constituency in the Cross River State House of Assembly, Hon. Engr. Francis Ogban, has executed a December outreach programme valued at over ₦9 million, reaching hundreds of constituents across Biase Local Government Area.
The outreach, which took place during the Christmas and New Year festivities, was aimed at supporting families and community stakeholders across the 11 wards of the local government. Beneficiaries described the intervention as timely, noting that it enabled many households to celebrate the festive season despite prevailing economic challenges.
Speaking on the initiative, Hon. Ogban said effective representation goes beyond legislative duties such as sponsoring bills and motions, adding that leadership must translate into direct impact on the lives of the people.

Unlike the conventional distribution of food items common during festive periods, the lawmaker adopted a different approach by providing direct cash support to beneficiaries. According to him, the decision was informed by the need to address the diverse needs of families and allow recipients the flexibility to attend to their most pressing concerns.
Hon. Ogban also acknowledged the support and leadership of the Governor of Cross River State, Senator Prince Bassey Otu, noting that the governor’s People First governance philosophy continues to inspire legislators to prioritise grassroots development.
The outreach cut across multiple categories, including traditional and political leaders from the 11 wards, 33 ward representatives, 44 youths, and 55 critical stakeholders identified for their roles in community development and stability. Party structures were also accommodated, with 77 ward executives and members of the Chapter 7 Working Committee benefiting from the programme.
Councillors within the local government area were equally recognised for their roles in promoting unity and supporting the administration of the Executive Chairman of Biase Local Government Area. Women groups, including APC Women and Biase Dynamic Women, also received support.
A notable moment during the outreach was the spontaneous appearance of over 30 Biase youths who were not initially listed as beneficiaries but turned out to show appreciation. The lawmaker reportedly extended immediate support to the group, which he described as a demonstration of unity and solidarity.
Throughout the festive period, Hon. Ogban’s residence in Ikot Effangha remained open to visitors, with additional assistance reportedly extended to more than 50 individuals who came to felicitate with him.
According to organisers, the total cost of the outreach exceeded ₦9 million, an intervention described by community members as a demonstration of people-centred leadership and commitment to grassroots development.
